The EU chemical regulations subsumed under the abbreviation REACH posed a vital challenge to small- and medium-sized enterprises (SMEs) in the chemical industry. Our mission was to support the chemical SMEs by informing the public and the relevant political actors about the consequences of this regulation and to contribute alternative solutions to the decision-making process.

The goal of the mobilization campaign against REACH was to concentrate the energies of the chemical middle-market in the EU to address politics and the public with a single voice. To this end the various SMEs in the chemical industry had to be mobilized. Using coordination centres (Focal Points) in all of the countries involved in the campaign, we organized a petition drive and arranged joint actions at European level. The use of a corporate identity and an online campaigning platform enabled these actions to be very effective. Various event formats, publi-cations, and give-aways were used to bolster the public perception of the campaign. At the same time, we conducted a dialog with relevant stakeholders, such as trade unions, NGOs and business associations and talked to decision-makers on the European and national levels.

The campaign against REACH was the first of its kind to succeed in rallying SMEs from the whole EU around a single cause. The effort enabled the communication of the core interests to decision-makers in Brussels and the national capitals, and ensured that these interests taken into account during the course the decision-making process.
The European SMEs in the chemical industry were able to present themselves as a single unit for the first time and can use this experience in future EU decision-making processes to repre-sent their interests.
